How Travelers’ NAIC complaint data compares with Liberty Mutual

When evaluating commercial car insurance companies, it’s a good idea to check the NAIC complaint index. The complaint index tracks the number of complaints an insurer receives compared to its market share.

An index of 1.0 means the company receives the expected number of complaints for its size. A score above 1.0 means it receives more complaints than expected, and a score below 1.0 means fewer complaints.

In 2024, Travelers’ NAIC complaint index was 0.285, and Liberty Mutual’s complaint index was 0.707. Both companies received fewer complaints than expected for their size, but Travelers has a lower complaint volume than Liberty Mutual.

How Travelers’ AM Best rating compares with Liberty Mutual

One of the most important considerations when choosing a commercial auto insurance company is financial stability – so you’re confident the company will be able to pay a claim should you ever need to file one. AM Best, a credit rating agency, grades insurance companies based on their ability to meet financial obligations and pay claims.

As of the latest AM Best data published on April 10, 2025, Travelers has an A++ (Superior) rating for financial strength, the highest score possible. Liberty Mutual’s AM Best rating is A (Excellent).

How Travelers’ rates compare with Liberty Mutual’s rates

Travelers and Liberty Mutual don’t publish their commercial car insurance rates online, so it’s difficult to compare them without getting personalized rate quotes. Commercial car insurance premiums depend on many factors, including your location, coverage options, vehicle types, driving history and industry.

To give you an idea of how much your insurance might cost, Insureon, a small-business insurance agency, says the average cost for a commercial auto policy is $147 per month, or $1,762 annually.

Types of coverage Liberty Mutual offers

A basic commercial auto insurance policy from Liberty Mutual covers the following:

  • Liability: This pays for injuries to others as well as damage to other cars or property when your driver is at fault for the accident.
  • Collision: This pays to repair or replace your vehicle if it strikes another object, overturns, rolls or is in a collision with another vehicle where your driver is at fault for the accident.
  • Comprehensive: This pays to repair or replace the vehicle if it is damaged by something other than collision, such as vandalism, fire or storm damage.
  • Uninsured/underinsured motorist (UM/UIM): This helps pay for damage and injuries associated with an accident that wasn’t your fault when the other party has no insurance or lacks sufficient coverage to cover the loss.
  • Medical payments: This protects your driver and passengers and helps pay for injuries in an at-fault accident.

Depending on the subsidiary that underwrites your policy, you might also be able to add endorsements, like roadside assistance, gap insurance or rental car coverage. You can speak to a Liberty Mutual agent to find out what add-on coverages are available based on your location and business type.

Who should get a Travelers policy?

Travelers can be a great commercial auto insurance company for small business owners who want to customize their coverage. The company offers multiple endorsements that can fill gaps in your standard policy, like auto lease gap coverage, rental car coverage and blanket additional insured protection.

Travelers also stands out for its impressive third-party ratings. It has superior financial strength and it receives fewer complaints than expected for its size. If you’re looking for a commercial car insurance company with the best third-party ratings, Travelers is a slightly better pick than Liberty Mutual.

However, you can only purchase Travelers’ coverage in 41 states and Washington, D.C., so not every business owner will qualify for coverage. Also, Travelers doesn’t offer online quotes or policy sales, so it’s not a great choice if you need coverage quickly.

Who should get a Liberty Mutual policy?

For business owners with several vehicles or larger fleets, Liberty Mutual is a good pick. The company offers robust coverage options and industry-specific insurance products that provide tailored protection for various industries, including construction, manufacturing, restaurants, professional services and many others.

Liberty Mutual also offers an excellent selection of tools and resources. For example, the company can help you develop a fleet safety program, hire qualified drivers and utilize telematics to identify unsafe driving behaviors.

However, we wouldn’t recommend Liberty Mutual if you want an insurance company with a stellar digital experience. Liberty Mutual’s website has limited capabilities. You can request a quote online, but you won’t know your rate until an agent reaches out to follow up, and there are no online policy sales.
