Our thoughts on Progressive

Progressive is a well-known name but is recognized more for car insurance than home insurance. Progressive writes its own homeowners insurance policies in all states and also operates an agency that provides quotes for other homeowners insurance companies. This can create confusion for home insurance shoppers, as the Progressive site isn’t clear about the differences.

Progressive home insurance reviews are generally positive, and it earned seventh place in our Best Home Insurance Companies ranking for 2026, moving down from 4th place last year.

Progressive home insurance rates are well above average; in fact, it’s the most expensive company on our 2026 list. Progressive has been at the forefront of technological advances in the insurance industry for decades and offers a strong digital experience.

“Investment in cutting-edge technology facilitates user-friendly digital interfaces and efficient claim processes,” says Siwei Gao, professor of insurance studies at Eastern Kentucky University.

Overall: Progressive is a trusted name in home insurance and is great for those who like digital access to their policy, but rates are high, so discounts will be important.

Progressive offers home insurance in 48 states, although coverage isn’t available in some parts of Florida, and the insurer is not currently writing new policies in Texas.

Progressive doesn’t list a lot of optional coverage for its home insurance policies, but more options may be available in your area. Listed on the Progressive site are:

  • Water backup and sump discharge or overflow
  • Personal injury coverage to expand liability protection

The standard home insurance exclusions apply to a Progressive home insurance policy, including:

  • No coverage for floods and earthquakes (earthquake can be endorsed)
  • Coverage limits on certain types of personal property, like jewelry, fine art, musical instruments and sports equipment.

Is Progressive good at paying claims?

Progressive scored 697 out of 1,000 on the J.D. Power 2025 Property Claims Satisfaction survey, which is just above the industry average of 682. It’s worth noting that the J.D. Power survey looks at more than just claims payment, so that score includes the entire claims process.  In our survey, Progressive earned a 65% satisfaction rating for claims, which was on the lower end, although not the lowest.

With a strong A+ rating from AM Best, Progressive is in a strong financial state, which means the company has the resources to pay claims, even in times of financial upheaval.

Methodology

Insurance.com surveyed more than 2,000 insurance customers in the fall of 2025. The survey was conducted by online market research company Dynata.

Respondents were asked to name their home insurer and then grade it in the following categories: 

  • Customer satisfaction
  • Ease of service 
  • Policy offerings
  • Claims satisfaction
  • Digital experience (website/app)
  • Insurance shopping and buying process
  • Billing process
  • Discounts offered
  • Fair rate increases over time
  • Older home coverage
  • Extra coverage included as standard
  • Home and auto bundling

The percentage of respondents who said they were satisfied or very satisfied with their insurer is presented in the results.

We then asked respondents to provide a yes or no response to indicate their agreement with the following statements:

  1. I plan to renew with my current home insurance company
  2. I would recommend my home insurance company to others
  3. I trust my home insurance company

The editors compiled the survey results and then selected – based on the number of survey responses – the top companies for further evaluation.

They then collected AM Best data, which measure financial strength, and National Association of Insurance Commissioners’ complaint data, which ranks a company by the number of customer complaints it receives. The Insure.com team identified the NAIC codes of each underwriting company for each carrier and calculated a weighted average complaint index, weighted by the annual written premium. The associated NAIC complaint index score was used in the calculations.

They also collected insurance rate data from Quadrant Information Services.

With the help of Prof. David Marlett, Ph.D., Managing Director of the Brantley Risk and Insurance Center at Appalachian State University, the editors created a rating system to determine which insurance companies were best in each sector. For home insurers, we took the following and gave each a weight.

  • Survey: 40% of the total score (10% customer satisfaction, 10% recommended, 10% renewal rate and 10% claims handling)
  • AM Best: 25% of total score
  • Annual premium: 20% of total score
  • NAIC: 15% of total score

Each insurer was awarded between half a star and 5 stars. No company in the ranking received less than half a star in any category, and 5 stars was the most any insurer could receive.
